Chief Executive Officer, INTUS Smart Cities

Dimitris Agouridis

CEO of Intus Smart Cities. Led FTTH builds and smart-city programs, scaled CUTI’s training footprint, and built Canadian Locators into one of Canada’s 25 Best Managed Companies. Oversees BEAD pursuits in Texas, California, and Maine, with CUTI and CORE support from Ukraine.

Dimitris leads ISC across broadband builds, civic platforms, and workforce development. His teams have deployed FTTH in underserved communities and integrated IoT, cloud, and analytics into urban systems. He expanded CUTI into a recognized utilities training center with municipal and industry partners, and earlier founded geophysics and R&D companies that delivered satellite-altimetry and seismic analysis with NASA and Mobil. He also built Canadian Locators into an award-winning national locator recognized by Deloitte and CIBC. Dimitris holds degrees in Exploration Geophysics and Applied Mathematics, with additional Civil Engineering and graduate research in Theoretical and Applied Geophysics. He steers ISC bids and delivery in Texas, California, and Maine, and coordinates CUTI and CORE collaboration with Ukrainian teams for training and business process work.

Dave Keegstra

CTO of INTUS Smartcities and COO of SwoopFiber. Co-founder of Canadian FTTH provider telMAX. Former senior roles at Telus, Ericsson, Huawei, and Nortel. Leads U.S. network architecture, design standards, and deployment strategies.

Dave Keegstra is an accomplished technology executive with more than three decades of experience in fiber-to-the-home (FTTH) and wireless infrastructure. He serves as Chief Technology Officer of INTUS Smartcities and Chief Operations Officer of SwoopFiber, where he leads network architecture, design standards, and deployment strategies.

Dave co-founded telMAX, a Canadian FTTH provider, and previously held leadership roles at Telus, Ericsson, Huawei, and Nortel. His entrepreneurial success and deep technical expertise are instrumental in scaling U.S. digital infrastructure initiatives across smart city and fiber networks.

Counsel, INTUS Smart Cities

James Cargas

Counsel, based in Houston. Senior Assistant City Attorney for Houston, Special Assistant at the U.S. Department of Energy, and staff on the White House President’s Council on Sustainable Development. Leads Texas BEAD compliance and contracting.

James manages compliance, regulatory reviews, and contracting for ISC programs in Texas. His public-sector record spans two decades, including Senior Assistant City Attorney for Houston, Special Assistant at the U.S. Department of Energy, service at the North American Energy Standards Board, and work on the White House President’s Council on Sustainable Development. He is admitted in multiple jurisdictions and remains active in professional and civic groups. James holds a JD from American University and a BA in English and Communications from the University of Michigan. He keeps BEAD delivery audit-ready through standards alignment, grant term controls, and vendor agreements.
President and Chief Marketing Officer, Intus Smart Cities

Alexia Agouridis

President and CMO. Launched SwoopFiber and delivered 30 percent subscriber penetration in year one, scaled CUTI enrollment by 150 percent, and drove Smartpolis demos up 65 times. Leads multi-state growth and coordinates Ukraine collaboration for CUTI and CORE.

Alexia builds go-to-market engines that turn public engagement into measurable results. She stood up SwoopFiber’s sales, marketing, and operations, reaching 30 percent penetration in year one. She expanded CUTI’s workforce programs by 150 percent through partnerships with agencies, unions, colleges, and municipalities. She led the rollout of Smartpolis, a civic engagement and asset platform that increased demos by sixty-five times and contributed to revenue growth. Alexia directs ISC’s cross-state campaigns in Texas, California, and Maine and manages coordination with Ukraine-based teams for training and business process operations through CUTI and CORE.
Senior Advisor – Government

Moe Vela

Senior Advisor, based in Texas. Former Director of Administration and Senior Advisor in the Office of Vice President Joe Biden and earlier CFO and Senior Advisor in the Office of Vice President Al Gore. Supports Texas BEAD relationships.

Moe brings two tours of White House leadership to ISC’s Texas strategy. He served as Director of Administration and Senior Advisor to Vice President Joe Biden and previously as CFO and Senior Advisor for Latino Affairs to Vice President Al Gore. He is recognized as the first Hispanic American to hold senior executive roles in two White House administrations. Moe leads The Vela Group and MoeVela LLC, and co-created and co-stars in the business series Unicorn Hunters. At ISC he leverages senior public-sector experience, corporate advisory work, and media reach to open doors, build coalitions, and accelerate Texas BEAD pursuits.
Community Relations & Government

Joan Panichas Milas

Government relations lead, based in Rhode Island. Secured funding growth for the RI Alliance of Boys and Girls Clubs from 45,000 dollars to 500,000 dollars, created the RI Tourism Commission with district reimbursements, and helped pass 2009 H 6225A on equal patient standards. Supports Maine BEAD efforts.

Joan brings more than 25 years in legislation, appropriations, and coalition work. Her results include lifting funding for the RI Alliance of Boys and Girls Clubs from 45,000 dollars to 500,000 dollars, establishing the RI Tourism Commission and securing reimbursements for districts after a failed statewide rollout, and winning passage of H 6225A in 2009 to guarantee equal care for patients of non-employee physicians. Her client portfolio spans energy, healthcare, manufacturing, gaming, and water utilities, and she serves on commissions and chamber committees across the region. Joan guides ISC’s New England strategy with a focus on Maine BEAD agencies, committees, and local stakeholders.
Chief Operations Officer (INTUS Smartcities)

Andreas Borgeas

Strategic Counsel, based in California. Former California State Senator and ex. CEO of the Greece-Africa Power Interconnector at Eunice Energy Group. Leads California BEAD outreach and agency engagement.

Andreas advises ISC on intergovernmental relations, compliance, and outreach to state agencies and regional utilities. He served as a California State Senator after local service on the Fresno County Board of Supervisors and the Fresno City Council. Following his Senate tenure he became CEO of the Greece-Africa Power Interconnector at Eunice Energy Group, a transnational project linking Greece and Egypt. His academic work includes international law and security at San Joaquin College of Law and the Middlebury Institute, and his credentials include a JD from Georgetown University and a PhD from Panteion University. He anchors ISC’s California BEAD engagement.
Executive Administrator & U.S. Business Development Advisor

Vilat Keomoungkhoun

Business Development, based in Plano, Texas. Secured a 10 million dollar Baidu investment and multi-year deals with SK Planet, Yahoo Japan, and Siam Commercial Bank at IndoorAtlas, growing sales from zero to more than 6 million dollars. Drove a world-first Smart Grid utility win at Alcatel-Lucent.

Vilat turns innovation into revenue. At IndoorAtlas he co-authored strategy and go-to-market plans, secured a 10 million dollar strategic investment from Baidu, and closed multi-year contracts with SK Planet, Yahoo Japan, and Siam Commercial Bank, taking sales from zero to more than 6 million dollars. At Alcatel-Lucent he oversaw Smart Grid solutions for North America, delivered a world-first utility customer for smart metering with more than 4 million dollars in revenue, and later closed over 10 million dollars in carrier sales. He holds two communications patents and advanced business credentials, and he leads Texas BEAD partner and supplier development for ISC.
