Safe Dig in Europe

INTUS is leading a global initiative to promote the adoption of proven "Safe Dig" legislation and technology. We are marketing the successful North American one-call center model to governments and regulators worldwide to standardize damage prevention protocols and protect critical underground infrastructure.

Legislative & Regulatory Partnerships

We partner with national governments to help them develop and implement mandatory “Call Before You Dig” legislation, modeled after the U.S. 811 framework.

Current Focus: Southeastern Europe

Our initiative is actively expanding with strategic partnerships and program development in Greece, Cyprus, Bulgaria, and North Macedonia.

One-Call Center Technology

We promote the establishment of centralized, digital one-call centers to streamline the process of locating and marking underground utilities.

The Challenge

The global utility locator market is experiencing substantial growth, driven by increasing infrastructure development and a rise in advanced leak detection technologies. The market is projected to reach approximately $1.2 billion by 2030, with a compound annual growth rate (CAGR) of around 7.71% between 2025 and 2030.

The Critical Need for Subsurface Utility Data

A primary challenge for any infrastructure project is the lack of reliable data for underground utilities. Existing records are often obsolete, incomplete, or inaccessible, leading to costly project redesigns, construction delays, and significant safety risks during excavation. Addressing this data gap is essential for safe and efficient development.

Our current focus is a major European initiative designed to enhance the safety and resilience of infrastructure in Greece, Cyprus, Bulgaria, and North Macedonia. By establishing technological cooperatives and legislative frameworks modeled after U.S. best practices, we aim to reduce accidental utility strikes and create a safer environment for development.

Our Mission

Legislating Safety Worldwide

INTUS is actively partnering with governments and regulators across the globe to legislate and implement standardized “Safe Dig” programs. By promoting proven frameworks from North America, we are helping nations establish the policies and digital infrastructure needed to mandate damage prevention, protecting their critical energy, water, and telecommunications networks.

With over 600 trained technicians across North America, INTUS brings proven operational expertise to this global effort.

We have begun engaging with municipalities and stakeholders in Greece and other Eastern European regions to explore local implementations of this model. The initiative is gaining momentum through ongoing dialogues with government leaders, U.S. diplomatic channels, and regional infrastructure agencies.

This program represents a major step forward in advancing global infrastructure safety standards—reducing excavation-related damage, increasing public awareness, and digitizing underground asset management.

Our Three Pillars of Success

Centralized Asset Registers

We advocate for national digital registries of underground asset owners, inspired by successful models in the U.K. and Denmark, to create a single source of truth.

Subsurface Utility Engineering (SUE)

We implement the SUE process to accurately map and characterize underground utilities before a project begins, improving the reliability of information substantially.

Digital “One-Call” Systems

We help deploy fully digital platforms, similar to the mandatory KLIC system in the Netherlands, to streamline the process of requesting and receiving utility plans.
