Chief Executive Officer

Dimitris Agouridis

CEO of Intus Smart Cities. Led FTTH builds and smart-city programs, scaled CUTI’s training footprint, and built Canadian Locators into one of Canada’s 25 Best Managed Companies. Oversees BEAD pursuits in Texas, California, and Maine, with CUTI and CORE support from Ukraine.

Dimitris leads ISC across broadband builds, civic platforms, and workforce development. His teams have deployed FTTH in underserved communities and integrated IoT, cloud, and analytics into urban systems. He expanded CUTI into a recognized utilities training center with municipal and industry partners, and earlier founded geophysics and R&D companies that delivered satellite-altimetry and seismic analysis with NASA and Mobil. He also built Canadian Locators into an award-winning national locator recognized by Deloitte and CIBC. Dimitris holds degrees in Exploration Geophysics and Applied Mathematics, with additional Civil Engineering and graduate research in Theoretical and Applied Geophysics. He steers ISC bids and delivery in Texas, California, and Maine, and coordinates CUTI and CORE collaboration with Ukrainian teams for training and business process work.
Executive Administrator & U.S. Business Development Advisor

Vilat Keomoungkhoun

Business Development, based in Plano, Texas. Secured a 10 million dollar Baidu investment and multi-year deals with SK Planet, Yahoo Japan, and Siam Commercial Bank at IndoorAtlas, growing sales from zero to more than 6 million dollars. Drove a world-first Smart Grid utility win at Alcatel-Lucent.

Vilat turns innovation into revenue. At IndoorAtlas he co-authored strategy and go-to-market plans, secured a 10 million dollar strategic investment from Baidu, and closed multi-year contracts with SK Planet, Yahoo Japan, and Siam Commercial Bank, taking sales from zero to more than 6 million dollars. At Alcatel-Lucent he oversaw Smart Grid solutions for North America, delivered a world-first utility customer for smart metering with more than 4 million dollars in revenue, and later closed over 10 million dollars in carrier sales. He holds two communications patents and advanced business credentials, and he leads Texas BEAD partner and supplier development for ISC.
Technical Lead

Gael Squibb

Former NASA JPL telecom and mission operations director for the Deep Space Network (Cassini, Galileo, Voyager), now leading INTUS 6G ad hoc network R&D for emergency response and transportation security.

Gael leads technical execution at ISC, bringing more than 35 years of experience from NASA's Jet Propulsion Laboratory and the California Institute of Technology. As Director of Telecommunications and Mission Operations at JPL, he managed the worldwide Deep Space Network and oversaw mission operations for flagship programs including Cassini, Galileo, Voyager, and Ulysses. His career spans mission control for Mariner Venus Mercury '73, management of the Infrared Astronomical Satellite, and a two-year assignment with the European Space Agency developing the Infrared Space Observatory Science Operations System. He also led the Advanced X-ray Astrophysics Facility Science Center at the Smithsonian Astrophysical Observatory.

Gael was inducted into the International Academy of Astronautics in 1999 and has received NASA's Exceptional Service Medal, Outstanding Leadership Medal, and Exceptional Achievement Medal. He holds a B.S. in Physics from Harvey Mudd College and an M.S. in Systems Management from USC, and edited the second edition of Cost Effective Space Mission Operations. At ISC, he applies his expertise in space operations standards to ad hoc 6G networks for emergency response, port container management, and transportation security

President and Chief Marketing Officer

Alexia Agouridis

President and CMO. Launched SwoopFiber and delivered 30 percent subscriber penetration in year one, scaled CUTI enrollment by 150 percent, and drove Smartpolis demos up 65 times. Leads multi-state growth and coordinates Ukraine collaboration for CUTI and CORE.

Alexia builds go-to-market engines that turn public engagement into measurable results. She stood up SwoopFiber’s sales, marketing, and operations, reaching 30 percent penetration in year one. She expanded CUTI’s workforce programs by 150 percent through partnerships with agencies, unions, colleges, and municipalities. She led the rollout of Smartpolis, a civic engagement and asset platform that increased demos by sixty-five times and contributed to revenue growth. Alexia directs ISC’s cross-state campaigns in Texas, California, and Maine and manages coordination with Ukraine-based teams for training and business process operations through CUTI and CORE.

Costas Simoglou

Director of Georgia's Center of Innovation for Energy Technology. Helped 300+ tech companies expand internationally and recruited firms bringing $500M+ in investment. Built the statewide Centers of Innovation program and positioned Georgia as a leader in solar manufacturing and EV investment ($26B+ since 2020).

Costas directs the Center of Innovation for Energy Technology within Georgia's Department of Economic Development, driving ecosystem growth in energy generation, transmission, distribution, storage, and consumption. He has assisted more than 300 Georgia-based technology companies in expanding internationally and helped recruit firms that brought over $500M in investment to the state. In 2005, he developed the statewide Centers of Innovation program spanning Logistics, Aerospace, IT, Agricultural Technologies, Advanced Manufacturing, and Energy Technology.

Georgia has become home to the largest solar cell and panel manufacturing facilities in the U.S., and since 2020, companies have announced $26+ billion in EV-related investments creating over 30,000 jobs. Costas serves on numerous industry association boards. As part of the Logistics Innovation Center of the Port of Savannah he was instrumental on structuring the award winning project partnering the INTUS Group with Georgia Tech to manage container flow to the trucking industry out of the Port of Savannah.

Dave Keegstra

CTO of INTUS Smartcities and COO of SwoopFiber. Co-founder of Canadian FTTH provider telMAX. Former senior roles at Telus, Ericsson, Huawei, and Nortel. Leads U.S. network architecture, design standards, and deployment strategies.

Dave Keegstra is an accomplished technology executive with more than three decades of experience in fiber-to-the-home (FTTH) and wireless infrastructure. He serves as Chief Technology Officer of INTUS Smartcities and Chief Operations Officer of SwoopFiber, where he leads network architecture, design standards, and deployment strategies.

Dave co-founded telMAX, a Canadian FTTH provider, and previously held leadership roles at Telus, Ericsson, Huawei, and Nortel. His entrepreneurial success and deep technical expertise are instrumental in scaling U.S. digital infrastructure initiatives across smart city and fiber networks.

Leonidas Raptakis

Director of Government Affairs at INTUS Smartcities. Former Rhode Island State Senator and Representative with decades of legislative experience. Advanced infrastructure, environmental protection, public safety, and workforce policy, and now leads government relations supporting smart infrastructure and broadband deployment across U.S. and global communities.

Leonidas “Lou” Raptakis is a seasoned public servant and government relations leader with decades of experience at the intersection of public policy, infrastructure, and community advocacy. He has served multiple terms in the Rhode Island General Assembly, including long-standing service as a State Senator representing District 33, following earlier tenure in the Rhode Island House of Representatives. Throughout his legislative career, Senator Raptakis has been a consistent advocate for infrastructure investment, public safety, environmental protection, small businesses, and policies that strengthen local communities.

During his time in office, he sponsored and supported legislation addressing critical issues such as water and sewer affordability, wetlands and environmental protections, minimum wage reforms, and public safety enhancements. His deep understanding of legislative processes, regulatory frameworks, and stakeholder engagement allows him to effectively bridge the gap between government entities and private sector partners.

As Director of Government Affairs at INTUS Smartcities, Mr. Raptakis leverages his extensive public-sector experience and relationships to support strategic infrastructure initiatives, guide regulatory and legislative strategy, and advance public-private partnerships that expand access to modern, resilient broadband and smart infrastructure solutions across underserved and growing communities.
